We mainly get vitamin D through the sun's UVB rays, which convert cholesterol in the skin into a precursor of vitamin D called calcipherol. This is then further transformed in various steps in the liver and kidneys into the active form called calcitriol. For us to be able to form vitamin D in the skin, the sun needs to be at least 45 degrees above the horizon, which it only is during the summer months. During the summer months, you must expose bare skin to the sun's rays for vitamin D to be formed. If you have clothes covering the skin, none is formed.
